VF Partners was just selected and awarded a contract to provide FI$Cal  Post Production support to the California Department of Public Health! The $1.5 million award will assist CDPH on all aspects of Post Production including problem identification and resolution, catch up support on transactions, training and job aid creation. We will also provide data quality management and validation. MEC and YEC support and knowledge transfer will also be a part of this effort.

Project: FI$Cal Post Production Support (4-17-19)

California Department of Public Health (CDPH) is a large size organization that has five (5) Business Centers, which consist of many Programs and Offices that must transition to the new FI$Cal System.VF Partners was awarded was ultimately awarded the contract for the CDPH FI$Cal Onboarding Business Transformation (OBT) Services project to assist them as they transition to the FI$Cal system.

Project Background
The FI$Cal Project began in 2005 and has grown into one of the largest information technology undertakings in the State’s history. The FI$Cal Project will provide an enterprise financial system that will provide an estimated $415 million in benefits to the State’s operations annually. All agencies are scheduled to implement the Budgeting module of FI$Cal in July 2016, and the remaining functionality is scheduled for release in July 2017. 

VF Partners managed all aspects of the support, planning and execution of the project in preparation for implementing the new FI$Cal system. Utilizing the Project Management Institutes’ Project Management Body of Knowledge (PMBOK) as well as the state’s methodology, California Project Management Methodology (CA-PMM), for managing the Projects, VF Partners assisted DPR’s Budgets, Accounting and Procurement groups with the documentation of their current (As-Is) business process flows and process documentation.

Project Phases
The scope of the CDPH’s FI$Cal OBT project has three (3) Phases:

Phase 1: Readiness Assessment Evaluation

  • Reviewing existing business processes (As-Is), procedures, associated systems (e.g., CalSTARS), and organizational structures. 
  • Mapping of the “As-Is” to the “To-Be” business processes.
  • Gap Analysis which highlights areas for improvement or items that will need to be addressed because they no longer align with FI$Cal’s implementation.
  • Processes and procedures which need to be realigned to meet the FI$Cal methodology and system

Phase 2: Configuration, Data Conversion and Interfaces Activities

Research – Review FI$Cal’s pre-set configurations to determine if they will meet the department’s planned functionality.  Evaluate FI$Cal’s roles and provide the department with a presentation(s) that explains the roles to the staff, helps them map their current roles and responsibilities to those they will be performing in FI$Cal.  Assist the department with identifying the activities surrounding conversion, the resources needed to complete the conversion tasks, and the dates the activities need to be completed by.

Conversion, Data Clean-up and Workaround Plan – based on the research performed earlier, the team will finalize the list of data that needs to be converted, what data cleansing is needed prior to conversion, what data will not need to be converted, and identify any potential required workarounds.  The team will document their findings in the Conversion, Data Clean-up and Workaround Plan.
Data Mapping – the team will review the as-is business processes and map them to the corresponding FI$Cal business process.  The results will be documented in the Data Mapping document and presented to the department for their review and feedback in preparation for the gap analysis.

Data Cleansing and Conversion Templates – utilizing FI$Cal’s data cleansing guidelines and conversion templates, the project team will work with the assigned resources to determine the best approach and plan for correcting the issues. The results of these efforts will be documented in the appropriate FI$Cal conversion templates.

Interface activities and User Acceptance Testing (UAT) activities will be conducted to validate the data configuration values and any required interfaces.  This includes Organizational Change Management activities.

Phase 3: Completion of the FI$Cal OBT Schedule
Final project verification, validation and sign-off.
