VF Partners was selected by DPR) to guide them on their major initiative to modernize some of their legacy systems. The first project identified was the Public Safety Technology Modernization (PSTM) project.


Phase 1 - This was comprised of the design and procurement of a modern Computer Aided Dispatch (CAD) solution that included the acquisition of the necessary hardware and software needed to implement the solution. During the feasibility stage of the project, we assisted with the analysis and requirements gathering; during the implementation phase, we supported the acquisition, design, development, testing and execution of all aspects of this new CAD which was successfully installed and went into production in 2014. Since then, the project has been transitioned to Maintenance and Operations (M&O) where we continue to support CAD enhancements, CAD software and firmware upgrades, monthly invoice verification, as well as the negotiations related to the annual update of the Inter-Agency Agreement (IAA) with CA Highway Patrol (CHP). 

Our team performed the following activities throughout the implementation of this award winning project:

  • Worked with multiple agencies including the CHP and the CA Department of Fish & Wildlife (CDFW).
  • Lead both the Organizational Change Management and Business Analysis processes.
  • Organized the System Functional Testing (SFT) which resulted in a dramatically shortened test phase to ensure all requirements were either met or handled via change requests.
  • Prepared and presented the statewide outreach presentations (e.g. OCM) to both DPR and CDFW personnel.
  • Built and managed the overall project schedule which included accounting for both the vendor and State resources necessary for project design, project tasks, OCM, application testing, hardware verification, and installation of the CAD hardware and software.
  • Provided project requirements and timelines to both the DPR and CHP GIS teams; as well as coordinated their efforts with the vendor’s project team.
  • Worked with the State’s testing team, Technical Architect and Data and Legacy team managers on an ongoing basis.
  • Managed all aspects of vendor deliverables including work with the State’s Project Team to review prior to approval.
  • Provided CHP with the necessary information and data to support verification completion of the vendor’s Earned Value project tasks and deliverables required under their invoicing schedule.


Phases 2 and 3 -  This will consist of the procurement of a Records Management System (RMS) that can provide a robust set of Law Enforcement Reports; and the procurement of the Mobile Data Terminals (MDT) Hardware and Software which will allow DPR to link their law enforcement officers on the road to their respective dispatch center as well as to other law enforcement officers. 


VF Partners is currently in the process of assisting DPR with the preparation of the documentation necessary to obtain approval to proceed with Phases II and III. VF Partners will be assisting DPR with understanding the State’s new Project Approval Lifecycle (PAL) which has four project stages

VF Partners was chosen by State Parks to implement their KRONOS TIMEKEEPING and RPA project. The impetus for this project is the

need for managing a widespread, complicated workforce environment with modern software tools and to streamline Timekeeping and HR processes to eliminate bottlenecks and errors.


Project Background

KRONOS is a cloud based application which provides cloud applications for workforce management and human capital management. 

As part of State Parks' Transformation Team efforts, the Kronos Project was designed to modernize two business processes.


TIMEKEEPING - ​This part of the project will convert DPR's manual entry paper timesheet process to an electronic system that will capture work and task detail in keeping with the future service-based budgeting and allocation system currently under design. Ultimate goal will be to allow for electronic transfer of payroll data to the State Controller's Office.


RPA (Request For Personnel Action) - This part of the project will speed up the entire hiring process by creating workflows that are selection dependent and will keep track of where the human bottlenecks are in the process. Data integrity is a large part of this effort and will be achieved by creating a selection dependent workflow using drop-down menus and radio buttons. A data interchange with the State Controllers Office (SCO) was created for the purpose of keeping data in sync with SCO.


Project Phases
Phase 1 - RPA (Request for Personnel Action) Kronos was procured through the State's Software Licensing Agreement (SLA) program. Initial meetings were set up with the Kronos project team and State Parks Subject Matter Experts (SME) from the HR department and IT.


These meetings we designed to gain an understanding by both parties and start an exchange of ideas on how best to configure the software to meet the State's requirements for the hiring process. State parks required assistance with the following:

Phase 2 - Timekeeping KRONOS' timekeeping system was highly configurable and flexible but required a lot of input from SMEs and a large amount of effort into configuring and adjusting the software in order for it to smoothly integrate into the State system.

Project: KRONOS

Timekeeping and RPA Software​

VF Partners was selected by DPR to guide them on their major enterprise initiative to modernize their legacy Reservations and Point of Sale systems. VF Partner’s charter was to work closely with their stakeholders and key management and staff to guide them through the entire process.


Project Background
In January 2015, DPR released an RFP to replace the existing reservation system and the project was awarded to Conduent State and Local Solutions (formally Xerox State and Local Solutions) in March of 2016.  The new R2S2 system will significantly enhance the way visitors reserve and experience CA park facilities/activities and provide park staff with tools that will help better manage overall park operations and visitor experiences.

Project Phases

Phase 1 - RFP development, vendor selection and contract execution for a modern online reservations system and localized fee collection systems, which include all software and hardware definitions. In this stage of the project we assisted with:

The California Department of Parks and Recreation, also known as California State Parks or DPR, manages the California state parks system which is the largest state park system in the United States. The system administers 280 separate park units on 1.4 million acres (570,000 ha), with over 280 miles (450 km) of coastline; 625 miles (1,000 km) of lake and river frontage; nearly 15,000 campsites; and 3,000 miles (4,800 km) of hiking, biking, and equestrian trails.
